hi everyone - first things first, i'm not new to this community, and have been around for a very long time... but, i won't be stating that ancient account as i was a child at that time, LOL.
however, i will say that the previous accounts i had were Junalie, and Sokoora ... if any of those two ring a bell from forever ago. blah
anyway,
i want to try this, again... but also. i want to set boundaries. is that allowed here? LOL... i don't know if things have changed in terms of 'rules' and what is/isn't allowed. but hoo... i just don't want freaks stepping near me, basically. and by freaks, i mean.. uh. well. gross people.

Like Aivilo said, boundaries are good, but people don't tend to self-identify as "gross freaks" - you'll have to be more specific if you want people to understand what exactly it is you're trying to avoid. TEF is notoriously difficult to avoid people on to begin with, given how small the community is and the lack of blocking features.
You also can't dictate the behaviour of others, you can only set rules for how YOU will behave - "I will not engage with xyz", rather than "xyz do not come near me". Personally I do my best to just avoid people if I don't feel we'd get along, but it can be difficult, as mentioned.
The Forest is as it always was, really - no rules or moderation, for better or worse. I don't think it's changed much in the past 10 years or so except that things have mostly moved to Discord.
