It's a fault with the registration system, a glitch that can be easily achieved but if someone were to say how it's done, I'm pretty sure that TEF would get temporarily shut down again. The glitch has already been reported and Michael's response was:

It'd be kind of awesome if M&A would make the 'God pelts' available to everyone. It's not like they ever use them, and plus it's been what, 4 years since we've had any new set pieces? I get that they're 'special' and all that shit, but y'know. It'd be nice.
Fun fact: You can't actually cast magic while wearing the gold coat - I thought it was just my imagination, but I guess it's a side effect xD; Not sure about having spells cast on though.

The people who are getting it by accident are doing it unknowingly through the glitch I was talking about. It's an easy bug to confront without knowing you've actually done anything. X3
