I get that sometimes. What I do is start clicking on the ground a few times, and if it doesn't make the action kick in, I click the button again. Repeat until it works. It eventually does for me.

Great advice from everyone, though I'd add that sometimes just 'resting' the button and running around for a bit works too.

that's happened to me a lot recently. I usually can't nuzzle, or like you said, eat mushrooms or rub against trees. :\
